Meeting the public sector apprenticeship target

Schools with 250 or more employees have a target to employ an average of at least 2.3% of their staff as new apprentice starts over the period of 1 April 2017 to 31 March 2021, and are additionally required to provide information to help the government, public and wider stakeholders understand the progress they are making towards meeting this target. The following information demonstrates that as a Trust we have actively considered apprenticeships either for new positions or as part of career development for existing staff.

However, the Trust has been unable to meet the target of 2.3% for the following reasons:

  • The Trust has a large number of part-time workers whose full time equivalent (FTE) makes it difficult to meet the numbers of apprentices needed to meet the target; in addition, due to the number of hours they work are not eligible for apprenticeships.¬† For example, 13% of the staff are lunchtime staff who work 6.25 hours per week term-time only. The FTE equivalent for the Trust is recorded at 207
  • The Trust employs apprentices for two year (or longer) apprenticeship programmes
  • Budget constraints in education, particularly in special schools, are a factor when employing apprentices
  • Difficulty in filling apprenticeship positions

However, the percentage of new starters in the Trust who were apprentices in the last year was 11.74%
